The Government of Newfoundland and Labrador has announced the teams that have been identified to move forward to the second-stage, Request for Proposals (RFP), for the procurement of a new long-term care facility in Corner Brook.

The shortlisted teams are:

  • Plenary Group
  • Marco Services Ltd.
  • Montgomery Sisam Architects Inc.
  • Smith and Anderson Consulting Engineering
  • WSP Canada Inc.
  • G. J. Cahill (1979) Ltd.

The selection of these teams follows the first-stage of the procurement process, a Request for Qualifications, issued on January 20. All submissions were evaluated on four criteria – team lead, design-builder, service provider and financial capacity. An evaluation manual was developed to guide the process and all aspects of the process were monitored by a fairness advisor.

The RFP will require the shortlisted proponents to submit a full project proposal which will include technical details on the construction and maintenance of the new facility as well as to demonstrate their financial capability to successfully deliver the project. Proponents will also be required to submit Women’s Employment Plans with their proposals in keeping with government’s commitment in The Way Forward: Realizing our Potential, to reduce the gender wage gap.

The facility will include 120 long-term care beds, as well as 15 palliative care beds and 10 rehabilitative care beds. Construction will begin in fall 2017.
