Metro Vancouver Housing opens 85 new non-market rental homes in Surrey

Metro Vancouver, through Metro Vancouver Housing, and in partnership with the provincial and federal governments, has expanded its Kingston Gardens rental housing site in Surrey, delivering urgently needed, family-friendly housing in one of the region’s fastest-growing communities. 

“As one of the top housing providers in Canada, we are very pleased to be bringing more of our high-quality non-market rental housing to Surrey’s growing community,” said Mike Hurley, chair of the Metro Vancouver Housing Corporation’s Board of Directors. “These affordable rental homes have a focus on larger family units and age-friendly design, and are helping fill gaps in our region’s housing supply.”

The Kingston Gardens community, which was built in 1981, is in the Guildford neighbourhood. This project replaced 24 townhomes in the southwest portion of the housing site with a new four-storey, 85-unit apartment building, located at 15245 99th Avenue. The modern, energy-efficient apartment building offers a range of unit sizes to support families, seniors, and individuals of all abilities.

“Redevelopment projects like Kingston Gardens provide real opportunities to supply even more affordable housing on our existing sites,” said Dan Ruimy, chair of Metro Vancouver’s Housing Committee. “We thank our provincial and federal partners for their support in getting this important project off the ground.”

The new homes at Kingston Gardens range in size from one to four bedrooms, with a focus on larger units. Designed for accessibility and comfort, the building includes energy-efficient features that reduce costs and support climate action.

Residents have access to amenities such as a play court, community gardens, a community kitchen, shared laundry on all floors, and cooling units in the living room of every apartment. 

Rents for these units will be below market rates, offering affordability for individuals and families with low to moderate incomes.

“Kingston Gardens is a great example of how we can work together to deliver high-quality, family-friendly housing in growing communities like Surrey,” said Christine Boyle, Minister of Housing and Municipal Affairs. “These new homes reflect inclusive design, environmental sustainability and affordability, which are important in our work to deliver homes that meet people’s needs. I’m proud to see this partnership come to life, helping more people stay in the community they call home.”

The total project cost is $44.7 million. The Province, through BC Housing, provided an $8.3-million equity contribution, while Metro Vancouver Housing provided land and equity totaling $14.7 million. 

“These 85 new homes will ensure that more families in Surrey don’t have to look elsewhere to find a home they can afford,” said Jagrup Brar, MLA for Surrey-Fleetwood. “Projects like Kingston Gardens are essential to meeting the diverse needs of families, seniors, and individuals. I’m grateful to see this investment in our community and the partnership that made it possible.” 

The federal government, through the Canada Mortgage and Housing Corporation, provided a low-interest loan of $29.4 million through the Affordable Housing Fund (AHF). AHF provides funding through low-interest and/or forgivable loans or contributions to partnered organizations for new affordable housing and the renovation and repair of existing affordable and community housing.

In Fleetwood–Port Kells, this project will deliver family-sized and accessible units that reflect local needs and is another important step in our bold, ambitious plan to build Canada strong,” said Gurbux Saini, MP for Fleetwood-Port Kells.
