Three teams shortlisted to build Roberts Bank Terminal 2 project

The Vancouver Fraser Port Authority has shortlisted three qualified construction teams as part of its procurement process for the landmass and wharf component of the Roberts Bank Terminal 2 project.  

The three shortlisted teams have now been invited to participate in the request for proposal phase.

Roberts Bank Terminal 2 is a transformational, nation-building project set to catalyze Canada’s trade diversification goals, unlock $100 billion of container trade capacity annually, and create tens of thousands of jobs. In light of Prime Minister Mark Carney’s commitment to double Canada’s exports to non-US markets in the next decade, this project will play a key role in making that a reality.

“Announcing the three shortlisted construction teams is an important milestone in advancing Roberts Bank Terminal 2,” said Victor Pang, CFO. “It underscores our progress toward delivering a one-of-a kind project that will strengthen our country’s economy and trade resilience, while connecting the products Canadians make, mine, and grow to more customers around the world.”  

The Robert Banks Terminal 2 project is No. 27 on ReNew Canada’s 2025 Top100 Projects report.

The shortlisted teams were selected following a thorough review of submissions received under the request for qualifications issued in July 2025, as part of the progressive design-build process. Each team demonstrated their strong record of collaborative, large-scale infrastructure delivery in marine environments with similar technical, logistical, environmental, and regulatory requirements to Roberts Bank Terminal 2, as well as their experience working with First Nations.  

Roberts Bank Terminal 2 is a project that will be built by Canadians, for Canadians. Each of the three teams bring together deep international experience with strong Canadian construction knowledge and capabilities. The preferred team will be selected in summer 2026 and will partner with the port authority and First Nations to source Canadian products such as aggregates, steel, concrete, and lumber and create family-supporting Canadian jobs like engineers, equipment operators, and environmental monitors.

A decision on the port authority’s Species at Risk Act-compliant Fisheries Act Authorization application is expected no later than October 2026. Twenty-seven First Nations have provided consent for the project and will participate in ongoing project development and consultation.
