Infrastructure Ontario and the Ministry of Tourism, Gaming and Culture (MTCG) have issued a pair of Request for Proposals (RFP) for the Ontario Place Redevelopment project.
Five teams have been invited to respond for construction management services for the development of the public realm as part of the Ontario Place Redevelopment. They were shortlisted based on criteria identified in a request for qualifications (RFQ) process that began in June 2025. Selection criteria included construction capability, experience, qualified personnel, and financial capacity to deliver a project of this size and scope.
The shortlisted teams are:
- Urbacon Buildings Group
- Amico Design Build Inc.
- EllisDon Civil Ltd.
- PCL Constructors Canada Inc.
- Clearway Dufferin Joint Venture (Clearway Construction Inc. 50 per cent and Dufferin Construction Company 50 per cent)
Request for Proposals (RFP) were also issued for construction management services to re-align and extend the combined sewer overflow at 955 Lake Shore Boulevard West for the Ontario Place redevelopment project.
Two teams were shortlisted based on criteria identified in a Request for Qualifications (RFQ) process that began in June 2025.

Clearway Construction Inc.
EllisDon Civil Ltd.
The teams will now prepare proposals detailing how they will deliver the project. Once submissions have been received, Infrastructure Ontario and MTCG will evaluate the proposals, select a preferred team and negotiate a final contract. A third-party fairness monitor will oversee the entire procurement process.
In June 2025, the province unveiled the final designs for the new Ontario Place public space, including a new, publicly owned parking structure, which will generate revenue for the province and help the public access Ontario Place’s many attractions, including public beaches, trails and parks, the state-of-the-art Ontario Science Centre, Live Nation’s revitalized year-round amphitheatre and Therme Canada’s waterpark and wellness destination.
