The Government of Quebec announced an investment of approximately $15.5 million for the Municipality of Saint-Ubalde. This amount will be used to rebuild the roadway and replace the storm, sanitary, and water pipes on Boulevard Chabot and Rang Saint-Achille (Route 363) in Saint-Ubalde.
“The signing of the contract marks the start of the realization of this project, long awaited by the citizens of Saint-Ubalde . This joint work with the Municipality demonstrates our shared desire to carry out a structured and efficient project, for the benefit of the entire community,” said Geneviève Guilbault, Deputy Prime Minister and Minister of Transport and Sustainable Mobility.
This major project, which is scheduled to begin in spring 2026, aims to improve driving comfort for road users over a stretch of approximately 2.9 kilometers, optimize road drainage, and modernize municipal infrastructure. The Ministry of Transport and Sustainable Mobility is responsible for the roadway portion of the project, while the Municipality is taking the opportunity to replace more than 2,000 meters of drinking water and wastewater pipes, thanks to financial assistance from the Ministry of Municipal Affairs and Housing (MAMH).

Thank you to the people of Saint-Ubalde for this forward-looking initiative,” said Andrée Laforest, Minister of Municipal Affairs and Minister responsible for the Saguenay-Lac-Saint-Jean region.
“This project will directly contribute to improving the safety and quality of life for families in Saint-Ubalde. In addition, replacing the pipes and modernizing the network will better protect our environment for current and future generations,” said Jonatan Julien, Minister responsible for Infrastructure and Minister responsible for the Capitale-Nationale region.
Following a public call for tenders, a $15.5 million contract was awarded by the Ministry of Transport and Sustainable Mobility (MTMD) for the completion of all the work (roadway and pipes).
The work, expected to last two years, is the subject of a collaboration agreement between the MTMD and the Municipality of Saint-Ubalde.
This agreement provides that the MTMD will be the project manager for all the work.
The replacement of water pipes is made possible thanks to financial assistance of $6,133,575 from the MAMH’s Municipal Water Infrastructure Program (PRIMEAU) 2023-2033, which comes from the Quebec Infrastructure Plan (PQI) 2025-2035 .
“This is excellent news for the citizens of Saint-Ubalde. In total, our government will invest more than $20 million in the community to provide modern, safe, and high-quality infrastructure,” said Vincent Caron, Member of Parliament for Portneuf.
