“Infrastructure Ontario is proud to reach this important milestone in partnership with Trillium Health Partners and EllisDon + PCL Health Care Partners. This project, delivered through IO’s progressive P3 model, has fostered a highly collaborative approach throughout the planning and development phase. We are excited to now move into construction and begin building this landmark hospital that will serve the growing and diverse Mississauga community for generations to come,” said Angela Clayton, president and CEO, Infrastructure Ontario.
The Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children project is being delivered using a progressive public-private partnership (P3) approach which fosters a collaborative development of project requirements, design, pricing, schedule, and risk management.
IO and THP signed a Development Phase Agreement with ED+PCL Healthcare Partners in March 2023 following an open, fair and competitive request for proposals process that began in April 2022. Throughout the Development Phase, ED+PCL Healthcare Partners worked collaboratively with IO and THP, as well as with the Ministry of Health, to continue to advance the design and confirm fixed pricing.
“The Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children is an important development in healthcare for one of Canada’s fastest growing communities. We believe this collaboration between ED+PCL Healthcare Partners, IO, and THP will create exceptional value for all stakeholders,” said Joey Comeau, COO and EVP, Capital at EllisDon.
“This milestone is an exciting step in Trillium Health Partners’ journey, reflecting the shared vision and collaboration among ED+PCL Healthcare Partners, IO, THP and our dedicated design and trade partners. Together, we are proud to build a better future in support of Trillium Health Partners’ mission of creating a new standard for patient care in Mississauga,” said Geoff Howe, SVP and district manager at PCL Constructors Canada Inc.
Now that the Development Phase is complete and the P3 contract has been awarded, ED+PCL Healthcare Partners is on site to redevelop the hospital, and construction is expected to be complete in 2033, with transition to hospital operations targeted for 2034.
“The Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children represent the future of health care infrastructure in Ontario. Through our progressive P3 model, we are not only building hospitals — we are making good on our promise to deliver resilient, world-class public infrastructure that support enhanced access and services that make life better for people in their local communities. I’m proud to see this historic project move forward,” said Kinga Surma, Minister of Infrastructure.
