Metrolinx has signed a $4.32 billion Target Price Agreement with Pape North Connect to deliver the Ontario Line Pape Tunnel and Underground Stations (PTUS) contract.
Metrolinx and Infrastructure Ontario selected Pape North Connect as the development partner in January 2024, following a competitive and transparent procurement process. Pape North Connect signed a Development and Master Construction Agreement under a progressive design-build model that included a process called a development phase, where Metrolinx and Pape North Connect collaborated on design, costing, scheduling, early investigations and early works.
Now that the development phase has concluded and conditions have been finalized and accepted, a final Target Price Agreement has been awarded. The target price refers to a jointly determined estimate of the total capital cost required to deliver the contract, providing Metrolinx with greater reliability in pricing, risk, scope and schedule.
The Pape North Connect team includes Webuild Civil Work Inc., Fomento de Construcciones y Contratas Canada Ltd., Arcadis Professional Services (Canada) Inc. and AECOM Canada Ltd.
Scope of work for PTUS includes:
- Three kilometres of twin tunnels underneath Pape Avenue between the Gerrard portal and the Minton portal/Don Valley Bridge
- Two underground stations (Pape and Cosburn) and two tunnel portals
- Three emergency exit/service buildings
- A rail switch/crossover in the section of tunnel near Pape and Sammon Avenues
- Interface with Line 2 TTC subway
“Delivering the PTUS package will require major excavation and construction activities in one of Canada’s most complex urban environments, characterized by existing infrastructure networks, underground utilities and traffic both above and below ground,” stated Webuild. “This context demands the highest standards of design and construction coordination to ensure the city can operate smoothly throughout all phases of the works.”
