The Board of Directors of Hydro-Québec announced the appointment of Claudine Bouchard as president and CEO.
Executive vice president and COO and Infrastructure Officer of Hydro-Québec since September 2023, Bouchard has worked at the government corporation for more than 25 years, including five in senior management. A visionary and strategic leader, she is leading the modernization and development of our energy system and is one of the architects of the 2035 Action Plan.

The top priority for the coming years is the implementation of the Action Plan and the hydroelectric development of the Churchill River. Thanks to her leadership and experience, Claudine is the ideal person to successfully complete these major structuring projects. She masters the technical complexity of operations and embodies the social mission of our great public institution. Her proven leadership, strategic vision, and commitment to the values of excellence and responsibility will be instrumental in driving our growth in a changing energy environment. Very early on, it became clear that Ms. Bouchard was the ideal person to guide us in this new chapter,” said Manon Brouillette, chair of the Board of Directors of Hydro-Québec.

A seasoned manager who works closely with her teams, Bouchard has a results-oriented approach. She has led major optimization and transformation initiatives, including an electrical service quality improvement plan that reduced outages by 50% by 2024. She currently leads the management of $100 billion in assets, including 88 hydroelectric power plants and 264,000 km of lines, as well as the construction of new infrastructure. She also plays a key role in the Newfoundland and Labrador Agreement.
“Hydro-Québec plays a central role in Quebec’s economic future, particularly with its $200 billion plan, which we continue to advance. We are pursuing wind power projects in Quebec’s regions. We are finalizing the historic agreement with Newfoundland and Labrador. We therefore need strong leadership capable of delivering results. Claudine Bouchard knows the Crown corporation very well. She has demonstrated that she knows how to get things done, bring teams together, and lead concrete transformations. I am convinced that she has everything it takes to lead Hydro-Québec in this new phase of its development,” said Premier François Legault.
