Joel Melanson has been appointed Director of Engineering, Design and Construction for Water Services at Metro Vancouver.

Cristian Castro has started a new position as Project Coordinator at Scarborough Transit Connect.

Kris Dietrich is now Acting Director for Development, Business and Building Services (DBBS) at the City of Calgary. He will lead the team responsible for enabling housing occupancy, supporting customers, ensuring safe buildings, and delivering infrastructure for construction and building occupancy.

Xavier Carballo is starting a new position as Project Manager, Delivery, Scarborough Subway Extension at Metrolinx.

Kyle Booth has been appointed Vice President of Operations (North America) at HSRS, bringing extensive leadership experience from his previous roles at Crosslinx Transit Solutions, Ultegra Systems, and Tandem Systems Group, where he specialized in systems integration, operational technology, and cybersecurity across mission-critical infrastructure.

Claude Généreux, Executive Vice-President at Power Corporation, has been appointed to Alto‘s Board of Directors. He brings extensive experience from his roles as director on the boards of Great-West Lifeco, Canada Life, Empower, IGM Financial, IG Wealth Management, Mackenzie, Groupe Bruxelles Lambert, and Putnam Investments.

Kurt Slocombe has been appointed as Interim President of the Prince Rupert Port Authority. Slocombe, who joined PRPA in 2019 as Vice President of Operations, Planning and Infrastructure, brings extensive gateway operations experience to the role during the transition period as the Board searches for a permanent President and CEO.

First Nations Major Projects Coalition appointed three new board members, welcoming Robert Blackstock (Gitxsan Nation), Doreen Arrowmaker (Tłı̨chǫ First Nation, Gamètì), and Chief Kelsey Jacko (Cold Lake First Nation) to its Board of Directors, bringing valuable leadership experience in Indigenous governance and major project engagement.

Kamal Gogna, P. Eng, has been appointed by Toronto City Council as the new Chief Building Official and Executive Director of Toronto Building. Over his career with the City of Toronto, Kamal has led numerous initiatives that have modernized permit processes, strengthened service delivery, and advanced the city’s commitment to building more housing.

Cam Green has been appointed Chief Operating Officer at Norland, bringing significant experience in major infrastructure, mining, energy, and resource development projects, along with a proven track record for building high-performing teams.

Alyssa Dudek, P.Eng., Project Manager at Graham, has been recognized with a Rising Star Award from the Alberta Roadbuilders & Heavy Construction Association (ARHCA) for her exceptional leadership and technical expertise on the Terwillegar Drive Stage 2 project.

Priestly Demolition Inc. announced executive leadership appointments. Shane Stewart has been appointed CEO and President; Brian Priestly named COO; and Andrew Smith appointed CFO. Additionally, Ryan Priestly transitions from CEO to focus on his role as Owner.

Holynde Smiechowski has been appointed Corporate AI Lead at PCL Construction.

Andrew Posluns has been appointed as the City of Toronto’s first-ever Chief Congestion Officer and Executive Director of Strategic Capital Coordination. He brings over 25 years of public-sector experience, having previously held leadership roles at the Canada Infrastructure Bank, Metrolinx, and the Ontario Ministry of Transportation.

CPCS has appointed infrastructure leader Damian Joy to its Board of Directors. Joy brings extensive expertise from previous roles at EY and Bilfinger Project Investments North America.

Jennifer Krochak has joined Egis as the Chief Commercial Officer for Canada, bringing nearly 20 years of experience to lead the company’s commercial strategy and growth.

Renée Smith has joined Englobe as Senior Director for Hydropower. She brings over 15 years of experience in electrical system planning and regulatory strategy, having previously worked for ExxonMobil and Nalcor Energy.

Bill Fullerton, P.E., Ph.D. has been appointed as Toronto Pearson’s new Chief Infrastructure Officer (CIO).

Jason Arnold has been promoted to Director of Operations, BC, at ITC Construction Group. He joined the company in 2014 and brings over 20 years of industry experience to his new role.

Jody Becker has joined Infrastructure Ontario as Chief Capital Officer. She previously served as Chief Strategy Officer at the Greater Toronto Airports Authority.

Stephanie Hun has been promoted to Vice President – Business Development at FlatironDragados.

Danielle Bélanger has been appointed as Vice-President, Indigenous Relations at Alto. With over 20 years of experience, she will focus on advancing economic reconciliation and fostering lasting partnerships.

Jorge Marin has been promoted to Vice President – Large Projects at FlatironDragados.

McElhanney has appointed Darcy Chattell as Vice President, People & Culture. Chattell brings over 20 years of strategic human resources leadership experience to the role.

HKA appoints Darcy Holderness and Zachary De Herrera as Directors. Holderness brings over two decades of construction and engineering experience in power production and nuclear development in Canada, while De Herrera contributes 23+ years in oil and gas, electrical power, and utilities with expertise in forensic engineering investigations.

Charl van Niekerk has stepped down as CEO of WDBA and is now Chief Capital Officer at Metrolinx, where he will oversee the GO&UP expansion program.

Build Canada Homes announces two senior leadership appointments: Valesa Faria joins as Senior Vice President, Partnership and Development, bringing over 20 years of experience in housing policy and affordable housing delivery, while Jeffery Coles becomes Senior Vice President, Investments, with nearly two decades of real estate and capital markets expertise. Both will serve on the Executive Leadership Team.

Rory Martin, P.Eng., PMP., ing., APEGA, and EGBC has been appointed as the new Director of Project Delivery at J.L. Richards & Associates Limited (JLR). Martin brings extensive expertise in managing complex, multi-disciplinary projects with a particular strength in alternative delivery methods.

Ledcor Technical Services announced the promotion of Alicia Milton to Vice President, Programs; Wynand Loots to Vice President, Operations; and Diane Percy to Vice President, Field Operations. In their new roles, they will drive long-term strategy and operational excellence across Western Canada and North American projects.

Peter Kinkartz has been appointed Managing Director, Infrastructure at Fengate Asset Management. With over 30 years of experience in corporate and investment banking, project financing, and public-private partnerships, Kinkartz will lead the firm’s infrastructure business strategy and operations.

Karen Stintz has been appointed Special Advisor to Transit Rail Policy at the Transit Rail Association for Canadian Contractors, Maintainers, Operators and Standards (TRACCS). Stintz brings extensive experience from her tenure as Toronto Transit Commission Chair (2010–2014), where she led transformative reforms including new subway cars, Wi-Fi in stations, and cost-saving measures.

Heather Polinsky has been appointed as the new CEO of Arcadis.
