Companies prequalified for OPP Modernization Phase 3 Project

Infrastructure Ontario (IO) and the Ministry of the Solicitor General have prequalified three companies to design, build, and finance and one regional headquarters for part one of the Ontario Provincial Police (OPP) Modernization Phase 3 Project.

Companies were prequalified based on criteria identified in a Request for Qualifications process that began in May 2025. Selection criteria included the required construction experience applicable to this project, as well as the financial capacity to deliver a project of this size and complexity. The prequalified companies are:

  • Amico Secure Ontario
  • Bird Capital Limited Partnership
  • Ledcor OPP

A Request for Proposals is expected to be issued to these prequalified companies in early 2026. Once submissions are received, IO and the Ministry of the Solicitor General will evaluate the proposals, select a preferred company and then negotiate a final contract. The successful company is expected to be announced later in 2026. A fairness monitor will oversee the entire procurement process.

Ontario is working to protect communities and better support modern policing operations by updating Ontario Provincial Police (OPP) facilities across the province. This is the third phase of the OPP modernization plan for its facilities. In this phase, 12 new detachments and one regional headquarters will be constructed. These sites were determined based on priority needs of the OPP for the respective regions/catchment areas.

The new detachments will be located in:

  • Ignace
  • Niagara
  • Bracebridge
  • New Liskeard
  • Kenora
  • Lancaster
  • Red Lake
  • Sioux Lookout
  • Killaloe
  • Espanola/McKerrow
  • Wawa

A new modern regional headquarters for the OPP’s North West region will also be built in Thunder Bay.
