Infrastructure Ontario (IO) and Metrolinx have awarded a fixed-price contract of $255 million to STRABAG Inc. to design, build and finance the second underground segment of the Eglinton Crosstown West Extension, which includes a 500-metre tunnel from east of Jane Street to Mount Dennis Station.

The STRABAG team includes:

  • Developer: STRABAG Inc.
  • Design: WSP Canada Inc. and Dr. G. Sauer & Partners Corporation
  • Construction: STRABAG Inc.
  • Financial Advisor: STRABAG Inc.

The Eglinton Crosstown West Extension project is No. 17 on ReNew Canada’s 2024 Top100 Projects report.

The Eglinton Crosstown West Extension Advance Tunnel 2 project underwent an open, fair and competitive procurement process overseen by a third-party fairness advisor. STRABAG Inc. submitted the proposal that delivers the best value for Ontario taxpayers.

The project is being delivered through IO’s public-private partnership (P3) model, which transfers appropriate risks associated with design, construction and financing of the project to the private sector.

Enabling works for the project are underway and major construction is expected to begin later in 2024.

The Eglinton Crosstown West Extension (ECWE) Advance Tunnel 2 Project is the second tunnel package, running between Jane Street and the future Mount Dennis Station. The first Advance Tunnel Project is the first phase of work for the 9.2 kilometre extension of the Eglinton Crosstown LRT (future TTC Line 5). The Eglinton Crosstown West Extension Project will run mostly underground, westward from the future Mount Dennis station to Renforth Drive.

Once complete, the ECWE will connect to different transit services, including the GO Kitchener Line and UP Express train service at Mount Dennis, TTC bus services at transit stops in Toronto, and GO and MiWay bus services via the Mississauga Transitway. Metrolinx is actively collaborating with the GTAA and municipal partners on the proposed alignment from Renforth Drive to the airport, which takes into account the GTAA’s plans for a Regional Transit Centre.

The Eglinton Crosstown West Extension is being delivered in separate procurement contracts:

  • A first advance tunnel between Renforth Drive and Scarlett Road.
  • A second advance tunnel between Jane Street and Mount Dennis Station.
  • Elevated guideway between Scarlett Road and Jane Street.
  • Stations, Rail and Systems.

The $290-million design-build contract for the elevated guideway was awarded  Aecon Group Inc. in December, 2023.
