Development Phase agreement begins for Peel Memorial Hospital redevelopment

The Development Phase is now underway with Bird Design-Build Construction Inc., the Development Partner selected to further develop the project requirements and design, schedule, pricing, and risk parameters for William Osler Health System’s (Osler) Peel Memorial Hospital Phase 2 Redevelopment.

Infrastructure Ontario (IO) and Osler have signed a Development Phase Agreement with Bird Design-Build Construction Inc. following an open, fair, and competitive request for proposals (RFP) process that began in October 2024.

The Bird Design-Build Construction Inc. team includes:

Design team: Cannon Design Ltd.

Construction team: Bird Design-Build Construction Inc.

“The selection of the Development Partner and the signing of the Development Phase Agreement mark momentous milestones in the transformation of Peel Memorial into Brampton’s second hospital,” said Pardeep Singh Gill, chair of William Osler Health System’s Board of Directors. “Osler looks forward to continuing to partner with the Ontario Government, Infrastructure Ontario, City of Brampton, Osler Foundation and our community, and now with Bird Design-Build Construction Inc., to build the state-of-the-art hospital this community needs and deserves.”

The project is being delivered through IO’s Progressive Design-Build (Target Price) delivery model

Once the Development Phase is complete, Osler and the Bird Design-Build Construction Inc. team will have the option to sign a project agreement to proceed with the construction phase, which would include agreements on detailed designs and a target price.

Early construction for the new Peel Memorial Hospital began in March 2025, with preparatory work such as site access improvements.

William Osler Health System’s (Osler) Peel Memorial Hospital Phase 2 Redevelopment project is located in Brampton and will be connected to the existing Peel Memorial Centre for Integrated Health and Wellness (Peel Memorial). The new Peel Memorial Phase 2 facility will increase health care capacity in the community and address the significant need for more specialized care for patients requiring longer hospital stays before they can safely return home or to additional care in the community. The new facility will create more services for our fast-growing communities, supporting a robust and accessible local health system.
