Infrastructure Ontario announced that the Request for Proposals (RFP) stage has closed for companies to submit their bids to deliver the Stevenson Memorial Hospital Phase 1 Redevelopment Project. The redevelopment will revitalize and significantly expand the hospital’s clinical spaces equipped with advanced technology and modern facilities, including a 24-hour emergency department, medical/surgical inpatient unit, a fully equipped laboratory, surgical suites, obstetrics and a range of specialized care areas.
Following a fair, open and transparent request for qualifications process, three companies were shortlisted and invited to respond to an RFP in April 2025. All three companies have submitted their proposals by the deadline: EllisDon Corporation, Ledcor Construction Limited, and Pomerleau Inc.
Over the next few months, submissions will be evaluated, and a successful proponent is expected to be announced in early 2026, pending final approvals. A fairness monitor is overseeing the entire procurement process.
Infrastructure Ontario and Stevenson Memorial Hospital are working with the Ministry of Health to deliver this project.
The Stevenson Memorial Hospital Redevelopment Project is being undertaken to redevelop, revitalize, and expand the hospital. At approximately146,200 square-feet, the newly designed wrap-around expansion of the hospital will include a replacement and expansion of the existing hospital’s acute care areas and associated support functions.
The Stevenson Memorial Hospital Redevelopment Project is being delivered using a Design-Bid-Build (DBB) model. Key features of a DBB model include increased owner control over the Project, as well as a high level of flexibility to respond to changing conditions and concerns.
Site preparations began in January to ensure that the property is ready for the start of construction later this year, with a number of projects will be taking place including property grading, building retaining walls, a new parking lot and the construction of a new elevated helipad.
Melrose Paving Co. Ltd. has been awarded the contract to complete the site preparations which is scheduled to be complete by November 30, 2025. The province is investing almost $14.5 million in this preliminary site preparation phase towards the hospital’s redevelopment.
