Infrastructure Ontario (IO) and Metrolinx have awarded a fixed-price contract of $175 million to Graham Commuter Rail Solutions (GCRS) to design, build, and finance the Davenport Diamond Rail Grade Separation project, part of Metrolinx’s GO Rail Expansion program.

Members of the GCRS team include:

  • Applicant Lead: Graham Capital Partners LP and Gracorp Capital Ltd.; Graham Construction and Engineering LP
  • Construction: Graham Construction and Engineering LP
  • Design: LEA Consulting Ltd. as Design Lead; exp Services Inc.; International Bridge Technologies; Brown & Storey Architects Inc.
  • Financial Advisor: Graham Capital Partners LP

GCRS was announced in June 2019 as the successful proponent following an open, fair, and competitive procurement process overseen by a third-party fairness monitor.

At the peak of construction, GCRS anticipates approximately 150 workers on site, the majority which will come from the Greater Toronto Area.

Design work starts immediately, and construction will begin in fall 2019, with completion expected in spring 2023.
