The Government of Quebec has made several announcements this week regarding road investments in specific regions of the province.

“By investing heavily […] in the road network, our government is helping to improve and maintain our infrastructure,” said François Bonnardel, Minister of Transport. “We are now focusing on transparency in road investments. This will allow citizens […] throughout Quebec to have a complete look at all projects for which work is planned over the next two years and to obtain accountability from the department.”

The projects announced include work planned for 2019-2020, as well as preparatory activities planned for 2019-2020 with work expected to start in 2020-2021.

Here is a breakdown of the funding and key projects for each regional commitment announced by the government:

Estrie Region

  • $78,061,000 will be invested in road projects to ensure good road conditions;
  • $39,721,000 will be invested in road projects to ensure structures in good condition; and
  • $72,026,000 will be invested in road projects to ensure an effective and safe network, including following recommendations from the coroner’s office.

Projects include:

  • The last stage of the Highway 410 extension to Sherbrooke, namely the construction of the new section of highway between the interchange of Route 108-143 and Route 108;
  • the paving of Highway 610 eastbound at Sherbrooke, between Highway 10-55 and Highway 112; and
  • the rebuilding of the iron bridge at Lambton, on Route 253 over Great Lake St. Francis.

$25,985,000 of the total amount invested in 2019-2021 in the region comes from partners.

Outaouais region

  • $79,541,000 will be invested in road projects to ensure roads in good condition;
  • $48,327,000 will be invested in road projects to ensure structures in good condition; and
  • $31,264,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • Paving and culvert repairs on Highway 50 between Lorrain Boulevard and Mount Mineault. This involves paving in both directions of Highway 50 over a distance of 13 kilometers, and the reconstruction and replacement of three culverts;
  • pavement and culvert repairs on Baskatong Road in Grand-Remous. This project involves asphalting 16 kilometres of road and repairing seven culverts; and
  • the paving of Highway 148, from Alphé-Patry Street to the Lochaber-Partie-Ouest municipal boundary. This work will be carried out over 4.5 kilometres.

$1,113,000 will be invested to ensure the maintenance of culverts and structures on abandoned railway rights-of-way. $4,407,000 of the total amount invested in 2019-2021 in the region comes from partners.

Montérégie region

  • $204,009,000 will be invested in road projects to ensure roads in good condition;
  • $223,834,000 will be invested in road projects to ensure structures in good condition; and
  • $75,126,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • The paving of Highway 30, eastbound, between Highway 116 and Highway 20, at Boucherville and Saint-Bruno-de-Montarville;
  • the rebuilding of the bridge over the Twenty dump, on Route 133, at Sainte-Anne-de-Sabrevois;
  • the paving of Highway 139 between Pierrette Street in Saint-Alphonse-de-Granby and Industriel Boulevard in Granby; and
  • the redevelopment of the intersection of Route 139 and Brodeur Street in Saint-Alphonse-de-Granby.

Investments are planned for the realization of three maritime projects. Nearly $3.8 million will be invested to ensure the maintenance of culverts and structures on abandoned railway rights-of-way. $63,771,000 of the total amount invested in 2019-2021 in the region comes from partners.

Mauricie region

  • $70,231,000 will be invested in road projects to ensure good road conditions;
  • $71,095,000 will be invested in road projects to ensure structures in good condition; and
  • $21,226,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • The development, at Trois-Rivières, of an additional access ramp to Highway 40, from Place des Miliciens, which will begin in 2020. This work will reduce traffic during peak hours on Highway 55 at the exit towards Boulevard Jean-XXIII;
  • the correction of the profile of Route 155 at La Tuque, at kilometre 107;
  • the major reconstruction of Highway 153 at Hérouxville, 6 kilometres;
  • the reconstruction of the bridge located on Chemin Saint-Alphonse in Lac-aux-Sables; and
  • paving 75 kilometres on Highway 40 and 40 kilometres on Highway 55.

$1,760,000 of the total amount invested in 2019-2021 comes from partners in the region.

Nord-du-Québec region

  • $48,710,000 will be invested in road projects to ensure roads in good condition;
  • $7,992,000 will be invested in road projects to ensure structures in good condition; and
  • $1,804,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • The paving of the Conquerors’ Road (from kilometre 9.5 to kilometre 20) on the territory of Eeyou Istchee Baie-James;
  • gravel reloading on the Matagami – Lebel- sur-Quévillon road (from kilometre 14 to kilometre 42) on the territory of Eeyou Itschee Baie-James;
  • the paving of Highway 167 on several sections between kilometre 254 and kilometre 301;
  • the paving of Route 113 on several sections, between Lebel- sur-Quevillon and Chapais; and
  • $12,420,000 invested in airport work.

These projects include the construction of a new airport terminal at Chibougamau – Chapais. $6,902,000 of the total amount invested in 2019-2021 in the region comes from partners. These investments exclude Nunavik airport projects.

Saguenay-Lac-Saint-Jean region

  • $85,923,000 will be invested in road projects to ensure good road conditions;
  • $45,568,000 will be invested in road projects aimed at ensuring structures in good condition; and
  • $67,614,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • The bypass of the Delisle and L’Isle-Maligne neighbourhoods in Alma.Construction work on two roundabouts will begin this year. The commissioning of this project is scheduled for 2020;
  • the Alma-La Baie road link. The completion of the extension of the Aluminum Highway (Autoroute 70) between Grande-Anse Road and La Baie (Phase 2) as well as the redevelopment of Route 170 in Saint-Bruno and Route 169 to Alma are being prepared in accordance with the rules set out in the Directive on the Management of Major Public Infrastructure Projects (PQI); and
  • the rehabilitation of the Dubuc Bridge and its approaches. Work is continuing for the next two years. By the end of 2020, the Department will have completed the implementation of its 2015-2020 action plan aimed at ensuring the long-term viability of the structure for several decades.

Between $1 and $5 million will be invested in airport work. $1,686,000 of the total amount invested in 2019-2021 in the region comes from partners.

Center-du-Québec region

  • $78,901,000 will be invested in road projects to ensure good road conditions;
  • $60,655,000 will be invested in road projects to ensure structures in good condition; and
  • $4,093,000 will be invested in road projects aimed at ensuring an efficient and safe network.

Projects include:

  • The paving of Highway 116, between the St. Albert Road and the Chicago Range, for a distance of six kilometres, in the municipality of Warwick;
  • major repairs to Route 161, between Principale de Ham-Nord and 2nd Rang South of Notre-Dame-de-Ham, over a length of six kilometres;
  • the reconstruction of the Robert-Nugent-Watts Bridge located on Chemin du Golf in Drummondville, above the Saint-Germain River; and
  • asphalting work on 70 kilometres on highways, including 40 kilometres on Highway 20 and 15 kilometres on Highway 55.

$410,000 of the total amount invested in 2019-2021 comes from partners in the region.

Lanaudière region

  • $63,457,000 will be invested in road projects to ensure good road conditions;
  • $41,919,000 will be invested in road projects to ensure structures in good condition; and
  • $26,776,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • The construction of a noise barrier along Highway 40 between Larochelle and Brien boulevards in Repentigny;
  • the rehabilitation of the bridge located on Route 337 over the Rivière Rouge in Rawdon; and
  • the repair of the Bailleul Bridge on Route 341 over the L’Assomption River at L’Assomption.

$10,927,000 of the total amount invested in 2019-2021 in the region comes from partners.

Chaudière-Appalaches region

  • $151,353,000 will be invested in road projects to ensure good road conditions;
  • $94,464,000 will be invested in road projects to ensure structures in good condition; and
  • $40,811,000 will be invested in road projects aimed at ensuring an efficient and safe network.

Projects include:

  • the redevelopment of interchange 305 (Route Lagueux) on Highway 20 in Lévis;
  • the redevelopment of Route 277, between Saint-Anselme and Saint-Henri;
  • the reconstruction of the concrete pavement of Highway 20 in a westerly direction at Saint-Janvier-de-Joly.

More than $4 million will also be provided to carry out airport projects. $6,526,000 will be invested to ensure the maintenance of culverts and structures on abandoned railway rights-of-way.

$595,000 of the total amount invested in 2019-2021 comes from partners.

Laval region

  • $9,930,000 will be invested in road projects to ensure good road conditions;
  • $39,951,000 will be invested in road projects to ensure structures in good condition; and
  • $46,580,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • the paving of the highway 15 service lanes north and south between Cartier Boulevard and Highway 440;
  • improvement of the drainage of Route 125, between St. Martin and Concorde boulevards; and
  • asphalting highways 25 and 440 southbound between Boulevard des Mille-Îles and Mont Saint-François.

$21,035,000 of the total amount invested in 2019-2021 in the region comes from partners.

Laurentides region

  • $50,933,000 will be invested in road projects to ensure roads in good condition;
  • $61,686,000 will be invested in road projects to ensure structures in good condition; and
  • $30,411,000 will be invested in road projects to ensure an effective and safe network, including following recommendations from the Office of the Coroner.

Projects include:

  • rehabilitation of the Dunany Road Bridge over the North River at Lachute ;
  • the reconstruction of the viaduct on Sainte-Anne-des-Lacs road , above Highway 15 in Sainte-Anne-des-Lacs , and the rehabilitation of the viaduct on Chemin du Moulin over the highway 15 at Piedmont; and
  • paving of Highway 640, between 25th Avenue and Highway 148 in Saint-Eustache.

An amount of $683,000 will be invested to ensure the maintenance of culverts and structures on abandoned railway rights-of-way. $10,586,000 of the total amount invested in 2019-2021 in the region comes from partners.

Abitibi-Témiscamingue region

  • $ 84,435,000 will be invested in road projects to ensure good road conditions;
  • $ 28,598,000 will be invested in road projects to ensure structures in good condition; and
  • $ 52,714,000 will be invested in road projects to ensure an effective and safe network, including following recommendations from the Office of the Coroner.

Projects include:

  • the widening of the roundabout at the intersection of highways 111 and 117 in Val-d’Or;
  • the paving of Route 117 (kilometers 434 to 449 and kilometers 382 to 386) in the La Vérendrye wildlife reserve (Réservoir-Dozois); and
  • paving of Highway 393 west of Duparquet.

$26,370,000 of the total amount invested in 2019-2021 in the region comes from partners.

Montreal region

  • $38,829,000 will be invested in road projects to ensure good road conditions;
  • $864,045,000 will be invested in road projects to ensure structures in good condition; and
  • $52,329,000 will be invested in road projects to ensure an efficient and safe network.

Projects include:

  • the reconstruction of the Highway 15 (Décarie) roadway between Sherbrooke Street and Highway 40 in Montréal;
  • the continuation of the Turcot interchange reconstruction project in Montreal; and
  • the refurbishment of the Louis-Bisson Bridge on Highway 13 over the Rivière des Prairies between Montreal and Laval.

$37,877,000 of the total amount invested in 2019-2021 comes from partners in the region.
