Infrastructure Ontario (IO) and North York General Hospital (NYGH) have issued a Request for Qualifications (RFQ) for the New Patient Care Tower redevelopment project.

Located in the Don Valley North neighbourhood of Toronto, the multi-phased project will increase capacity and quality of care across NYGH’s highest acuity services. The new tower will include eleven floors for patient care spaces and two levels of underground parking and will connect to NYGH’s existing building on six levels to enable flow of patients, staff, and materials, ensuring a high level of integration between new and existing.  The new tower will include up to 317 private patient bedrooms, expanding NYGH’s acute care capacity by approximately 100 net-new beds, in addition to expanded spaces for other acute care programs and services.

“Our government continues to make record investments to build a health care system that will connect people to the care they need, when they need it. Today’s milestone brings us one step closer to getting shovels in the ground for North York General’s New Patient Tower and is another way our government is expanding capacity to ensure that families in this growing community can access the right care, in the right place, for years to come,” said Sylvia Jones, Minister of Health.

The RFQ is the first step in the process to select a team to deliver the project. Respondents to the RFQ will be evaluated against the criteria listed in the RFQ including team composition, experience in collaborative project delivery, health and safety and past project examples. Shortlisted teams will then be invited to respond to a Request for Proposals, which is expected to be released in summer 2025.

“This modern space will build on NYGH’s position as a leading academic community hospital known for exceptional quality and personalized experiences. As we create a bold 10-year Vision and new Strategic Plan for NYGH, this extraordinary new space will be integral to how we will improve the health and wellbeing of everyone in our communities and beyond,” said Dr. Everton Gooden, President & CEO, NYGH.

This redevelopment project is being delivered through IO’s Alliance model. Alliance contracting is a model of delivering major capital assets, where a public sector agency (the “Owner”) works collaboratively with private sector parties (Non- Owner Participants or “NOPs”) to share the risks and responsibilities in delivering a project.

“Infrastructure Ontario is proud to partner with North York General Hospital to build a New Patient Care Tower, which marks the largest redevelopment and expansion of services since the hospital was founded. The release of the RFQ is a significant step towards selecting a contracting team to help deliver the new patient tower to the growing North York community,” said Angela Clayton, Interim President & CEO, Infrastructure Ontario.
