Infrastructure Ontario (IO) and Metrolinx have released a Request for Proposals (RFP) for the Yonge North Subway Extension – Stations, Rail and Systems contract (YNSE SRS).
The YNSE SRS contract is being delivered through a progressive Owner‑Formed Alliance procurement model.
In response to the October 2025 Request for Qualifications, IO and Metrolinx have shortlisted 11 applicants and invited them to respond to the RFP for this contract, which is made up of three distinct work packages:
Underground Works – includes the construction of underground stations and civil work for Steeles, Clark and Royal Orchard stations, Finch Transition Box and Ancillary Structures such as Emergency Exit Buildings and Traction Power Substations:
- Trillium Construction Partners – Acciona Infrastructure Canada Inc., Amico Infrastructures Inc.
- NorthLine Partners – Flatiron Dragados Canada, Inc., Green Infrastructure Partners Inc.
- CrossTransit Group – Ferrovial Construction Canada Inc., VINCI Construction Grands Projects Canada Inc.
- North Extension Transit Alliance (NExTA) – Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., Formento de Construcciones y Contratas Canada Ltd.
Surface Works – includes the construction of at-grade stations and civil works for Bridge and High Tech, and Train Storage Facility and portal structure:
- Kenaidan Murphy Joint Venture (KMJV) – Kenaidan Infrastructure Ltd., Murphy Infrastructure Inc.
- NorthLine Partners – Flatiron Dragados Canada, Inc., Green Infrastructure Partners Inc.
- North Extension Transit Alliance (NExTA) – Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., Formento de Construcciones y Contratas Canada Ltd.)
- True North Corridor Alliance – Ledcor Ontario Infrastructure Ltd., Bird Construction Industrial Services Ltd.
Design & Systems Integration – includes the rail, systems and train storage facility work:
- NorthOne Integration Partner – Arup Canada Ind., Hatch Ltd. Egis Canada Ltd.
- NovaNorth – AtkinsRéalis Canada Inc., NORR Architects & Engineers Limited, CIMA Canada Inc.
- WSP-AECOM – WSP Canada Inc., AECOM Canada ULC.
At the end of the RFP period in late 2026, one successful Proponent for each of the three packages will be selected to enter into a Project Alliance Agreement with Metrolinx.
Then, the Alliance of Metrolinx and the teams will refine the design and undertake early investigations and works during the development phase. At the end of this phase, Metrolinx will have the option to accept a proposal confirming the final design, cost and schedule for the Project.
The Yonge North Subway Extension (YNSE) will extend the TTC’s Line 1 subway service approximately eight kilometres from the existing terminus at Finch Station into the City of Richmond Hill. The project runs through the City of Toronto and York Region, including sections within the City of Vaughan, the City of Markham, and the City of Richmond Hill. Once complete, the YNSE will connect with York Region Transit and GO transit services.
The YNSE is being delivered through the Advance Tunnel contract (awarded to North End Connectors last August) and the Stations, Rail and Systems contract.
