The request for proposals stage has closed for teams to submit their bids to build and finance the Lakeshore East – Central Corridor Expansion project. The infrastructure upgrades are required to accommodate the planned expansion of GO Transit rail service on the Lakeshore East line.

Following a fair, open and transparent request for qualifications process, five teams – Eastlink Partners (formerly Dragados Canada Inc.), EllisDon Infrastructure Transit (EDIT), Lakeshore Rail Construction Partners (LRCP), SNC-Lavalin Team (SNC) and Steel Head Constructors (SHC) were prequalified and invited to respond to a request for proposals in April 2018.

Two teams have submitted their proposals by today’s deadline:

Eastlink Partners (formerly Dragados Canada Inc.)

  • Applicant Lead – Dragados Canada Inc. and Ledcor Constructors Ltd.
  • Construction Team – Dragados Canada Inc. and Ledcor Constructors Ltd.
  • Financial Advisor – ACS Infrastructure Canada Inc. and National Bank Financial Inc.

Steel Head Constructors (SHC)

  • Applicant Lead – Aecon Infrastructure Management Inc. and Dufferin Construction Company, a division of CRH Canada Group Inc.
  • Construction Team – Aecon Infrastructure Management Inc. and Dufferin Construction Company, a division of CRH Canada Group Inc.
  • Financial Advisor – The Bank of Nova Scotia

Over the next several months, submissions will be evaluated, and a successful proponent is expected to be announced in fall 2021.
