Two teams invited to submit RFP for Bowmanville Hospital Redevelopment

Infrastructure Ontario (IO) and Lakeridge Health announced they have invited two teams to respond to a request for proposals (RFP) to design, build and finance the Bowmanville Hospital Redevelopment Project.

The teams were prequalified based on criteria identified in a request for qualifications process that began in August 2024. Selection criteria included design and construction capability, experience, qualified personnel and financial capacity to undertake a project of this size and scope.

The prequalified teams and their prime team members are:

Bowmanville Health Partners (BHP)

  • Applicant Lead: Amico Design Build Inc.
  • Design Team: NORR Architects & Engineers Limited and Hariri Pontarini Architects
  • Construction Team:  Amico Design Build Inc. and Tom Jones Corporation

PCL Partnerships

  • Applicant Lead: PCL Constructors Canada Inc.
  • Design Team: Diamond and Schmitt Architects Inc. and Cannon Design Ltd.
  • Construction Team: PCL Constructors Canada Inc.

“Our government is making record investments to protect Ontario’s health-care system and connect people to the care they need, when they need it,” said Sylvia Jones, Deputy Premier and Minister of Health. “Today’s milestone brings us one step closer to getting shovels in the ground for Bowmanville Hospital’s redevelopment and is another way our government is expanding capacity, decreasing wait times and ensuring that families in Durham Region can access the right care, in the right place, for generations to come.”

Supported by a provincial investment of over $20 million to facilitate planning and design, the project will more than double the hospital’s capacity by adding up to 32 new beds and state-of-the-art facilities to expand inpatient and ambulatory care services and the emergency department.

Once completed, this transformative project will include:

  • Modern and comfortable spaces with private rooms and bariatric rooms, allowing patients and families to access quality care in revitalized and comfortable spaces
  • A new rooftop helipad to enable rapid access to emergency services and patient transfers
  • Expanded critical and intensive care services, enabling the hospital to provide the highest level of care for patients who are critically ill or injured
  • New state-of-the-art facilities, including an ambulatory care centre and hemodialysis stations to increase access to life-saving dialysis

“The release of the RFP is a pivotal step in delivering on our promise to bring a more modern, purpose-built hospital to Clarington. This project is not only about new infrastructure, but it’s also about creating stronger connections to care across Durham Region. We are grateful to our government partners, the Region of Durham, the Municipality of Clarington, the Bowmanville Hospital Foundation, and our community for their continued support. Together, we are advancing Lakeridge’s Health’s vision of ‘One System. Best Health,’” said Cynthia Davis, president and CEO, Lakeridge Health.

As a next step, the shortlisted teams will prepare proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and Lakeridge Health will evaluate the proposals and identify the preferred proponent. The successful team is expected to be announced in 2026.

“Congratulations to the project partners for achieving another milestone in the Bowmanville Hospital redevelopment. Once complete, local residents and families will enjoy a better and more modern health-care system for decades to come. Thanks to Premier Ford’s leadership, our government is investing in major health-care infrastructure for Durham Region as an important part of our more than $200 billion plan to build and protect Ontario,” said Kinga Surma, Minister of Infrastructure.
